If the User does not agree with the terms of this Policy, then in order to terminate the Policy in relation to him/her, the User must stop using the Website “Institute of Computer Science” (hereinafter referred to as the “Site”), with the domain name: rcd.ics.org.ru (hereinafter referred to as the “Site”), including by visiting the Site. In case of refusal to process data by metric programs, the User must stop using the Site or disable cookies in the browser settings.

The Site Administration processes personal data in accordance with the requirements of the legislation of the Russian Federation, and additionally, when applicable, in accordance with the General Regulation of the European Union on the processing of personal data (GDPR).

Also, the Site Administration (AUTONOMOUS NON-COMMERCIAL ORGANIZATION “IZHEVSK INSTITUTE OF COMPUTER SCIENCE” INN 1832056889 KPP 184001001 OGRN 1071800000854) uses cookies to distinguish each User from other users of the Site. What are cookies and what are they used for?

Cookies (location information; OS type and version; Browser type and version; device type and its screen resolution; source from which the user came to the site; from which site or by which advertisement; OS and Browser language; which pages the user opens and which buttons the user clicks; IP address, etc.) are text files transferred to the browser from the site visited by the User, which are placed on the device used by the User to access the Site. They contain information that is collected from the User’s device and sent back to the Site at each subsequent visit in order to remember the User’s actions and preferences over time (for example: in what language the User prefers to view it, etc.), they allow you to quickly and efficiently navigate between pages and sections of the Site/Site services. Thanks to cookies, browsing the Site and using the Site services becomes more comfortable for the User.

Cookies can be received by the Administration, incl. using Yandex.Metrica metric programs, with the following actions: collection, recording, systematization, accumulation, storage, clarification (update, change), extraction, use, depersonalization, blocking, deletion, destruction, transfer (provision, access), including cross-border, to the Administration’s partners providing the service according to the specified metric programs. The Administration has the right to carry out actions aimed at clarifying, updating, adapting, changing, enriching, aggregating and optionally verifying cookie data that was received from the subject of personal data, through mixed (automated and non-automated) data processing, including using information (automated) systems, as well as technical information collection systems of the Administration, or through the use of external services, analytical tools and banks of depersonalized data. Cookies can be permanent (“persistent”), which remain on the computer until the User deletes them, or temporary (“session”), which remain in effect until the User closes the Internet browser.

In addition, cookies can be first-party, which are installed from the visited website, and third-party, which are installed by other parties that do not belong to the owner of the Site.

The User is not obliged to accept cookies in order to use the Site and/or the Site services. However, if the User has blocked cookies, some or all of the functions and resources of the Site and/or the Site services may begin to work incorrectly or stop working altogether, which will affect the quality of the User’s interaction with the Site.

In accordance with the definition of European regulatory authorities in the field of personal data protection, cookies may include profiling cookies for advertising purposes, cookies for re-targeting, social network cookies and analytical cookies, with the exception of those used solely for general statistical analysis.

The Site uses the following types of cookies:

  • “strictly necessary cookies”: these cookies are necessary for the Site to operate and provide the User with the Site’s services; in addition, they allow the Site to identify the User’s hardware and software, including the type of Internet browser, they are also used when the User registers and logs into the Site and/or the Site’s services.   • “analytical cookies”, “statistical cookies”: these cookies allow us to recognize Users, count their number and collect information, such as the operations performed by the User on the Site and in the Site’s services, including information about the web pages visited by the User and the content that the User receives;

  • “technical cookies”: these cookies (mainly session cookies) collect information about how Users interact with the Site and/or the Site’s services, which allows us to identify errors and test new functions to improve the performance of the Site and the Site’s services; these types of cookies, as a rule (do not require the User’s prior consent);

  • “functional cookies”: these cookies allow us to provide certain functions to facilitate the User’s use of the Site, for example, by storing the User’s preferences (such as language and location);

  • “social network cookies”: these cookies may be placed in connection with the integration of third-party websites’ applications into the Site, in particular social network applications. Such applications sometimes include scripts or other elements that can read and sometimes place cookies from these social networks on the User’s device, and these cookies also allow for the personalization of advertising. Despite the fact that the site does not have access to such cookies and has no way to control them or the data they collect, due to the fact that the Administration is only the operator of the Site, the Administration nevertheless considers it important to inform the User about this and obtain the User’s permission to use such elements.

All these cookies are installed only after the User’s prior consent, by expressing consent on a special service information strip that appears during the first visit to the Site and informs the User that:

1) the Site uses analytical, profiling and re-targeting cookies belonging to the Administration or third parties.

2) by closing this strip or continuing browsing, clicking on any object on the Site outside the strip or going to another place on the Site, the User consents to the use of cookies.

The User’s consent (if any) will be recorded using a special technical cookie, and the cookie service bar will no longer be displayed on subsequent visits to the Site.

If, after the User has approved the use of cookies, he/she wishes to change his/her mind, the User can do so by deleting the cookies stored in the User’s browser (you should refer to the user manual for your browser or the website of its developer). The pop-up window/service bar requesting the User’s consent may then be displayed again and the User will be able to make a different choice. How long are cookies stored on your device:

The site uses the information contained in cookies only for the purposes specified above, after which the collected data will be stored on the User’s device for a period that may depend on the relevant type of cookie, but not exceeding the period necessary to achieve their purpose, after which they will be automatically deleted from the User’s system. As a rule, most cookies, except for “Strictly Necessary”, become invalid after 2 years.

Acceptance of the terms:

By using the Site by the User, in any way and in any form within its declared functionality, including: (a) registration and/or authorization on the Site or any services of the Site; (b) access to the Site or any services of the Site using the Mobile Application; © other use of the functionality of the Mobile Application and/or the Site or any services of the Site, the User confirms that:

a) He/she has read the terms of this Policy and the Mandatory Documents specified therein in full before using the Site or any services of the Site.

b) Accepts all the terms of this Policy and the Mandatory Documents specified therein in full without any exceptions or restrictions on the part of the User and undertakes to comply with them or, in the event of disagreement with any terms of this Policy, the User is obliged to completely refrain from using the Site or any services of the Site in any form.

c) Continuing to use the Site, as well as putting a mark in the appropriate field during registration/authorization on the Site (as well as using the Login and Password to access the Site and/or any services of the Site, including mobile applications) in conjunction with other implicative actions of the User are recognized by the Parties as an analogue of the User’s handwritten signature when drawing up (via software) electronic documents sent from the User to the Administration, including obtaining any necessary consents (including Consent to the processing of personal data) and confirmations from the User, and/or exchanged between the Parties, including is recognized by the Parties as compliance with the written form of the transaction, subject to the requirement for the presence of a signature, in the event that a person makes a transaction using electronic or other technical means that allow the content of the transaction to be reproduced on a tangible medium in an unchanged form, and the above actions of the User are considered to be a method agreed upon by the Parties that allows reliably identifying the person who expressed their will in concluding the transaction.

This Policy (including any of its parts) and/or the Mandatory Documents specified therein may be changed by the Administration without any special notice to the Users. The new version of the Policy and/or the Mandatory Documents specified therein shall enter into force from the moment of posting on the Site or bringing to the attention of the User in another convenient form, at the discretion of the Administration, unless otherwise provided for by the new version of the Policy and/or the Mandatory Documents for the Parties specified therein, the User independently bears the burden of checking changes and/or additions to the Policy.
